Retired Standard Commercial Fishing License

The Retired Standard Commercial Fishing License is an annual license for commercial fishermen, age 65 and older, who harvest and sell fish, shrimp or any marine species, except crabs, menhaden and shellfish. To harvest crabs, fishermen must have a crab license. To harvest menhaden and shellfish, fishermen must elect endorsements to their Retired Standard Commercial Fishing License, or purchase a Shellfish License. To be eligible for this license, an individual must have a current/valid Endorsement-to-Sell License on June 30, 1999. Fishermen can buy one Retired Standard Commercial Fishing License for every valid Endorsement-to-Sell License they hold. A commercial fishing vessel registration will be required for fishermen who use boats to harvest seafood. Fishermen holding this license can only sell their catch to a licensed fish dealer.

The Retired Standard Commercial Fishing License can be transferred, but it is not assignable. Commercial fishermen, 65 years and older, are not required to purchase the Retired Standard Commercial Fishing License - they can purchase the Standard Commercial Fishing License and maintain the ability to assign their license

Cost
$100 North Carolina Residents
$800 Nonresidents; or the amount charged to a North Carolina resident in the nonresident's state, whichever is less. In no event may the fee be less than $100.
No Cost Shellfish Endorsement (North Carolina Residents Only)
$2 per Gross Ton of Mother Ship Menhaden Endorsement
Expiration Date June 30 of Each Year
Note: There will be a limited number of Standard Commercial Fishing Licenses and Retired Standard Commercial Fishing Licenses issued. The first year of the new licensing system, the cap will be the number of valid Endorsement-to-Sell Licenses at close of business June 30, 1999. An additional 500 licenses will be placed in an eligibility pool and distributed to persons meeting established criteria, including past involvement in commercial fishing, degree of reliance on commercial fishing and other factors. In following years, the “pool” number can be higher or lower, depending on the number of licenses that are renewed during the previous year.
